Power generation projects, which have to sell their power to these bankrupt utilities, require creative financing structures to get around these problems. In a bid to reduce their risk when financing these projects, bankers employ financial tools like put call options agreement or World Bank partial risk guarantees. The problem is these tools add complexity and cost which end up being passed on to the end-user or worsen the financial state of the power utility.

There are many reasons for this but I’d like to focus on African power utilities. Power utilities are a very important part of the chain for delivering electrical power to end users. One of their key roles is to purchase power that has been generated by others, sell it on to end-users and to collect revenues. They are vital for extending grid-based power to consumers and to ensure regular and efficient power supply. As they collect money from end-users and pay it on to other players in the system, they are also vital in ensuring money flows through the entire power sector.
As the leading producer of nuclear energy, the U.S. has some of the world’s cheapest electricity—which for the industrial sector averages between 6.75  and 9.33 cents per kWh. These prices are either trumped or competitive with other nuclear power-producing countries such as Russia ($0.11 cents per kWh), Canada ($0.10) and China ($0.08). India, which doesn't quite make it into the top 10, generates 30 billion kWh annually at an average of $0.08 cents per kWh.
The growth in wind power and natural gas fueled power will offset the loss in coal over time but for the summer of 2018, expected record demand for electricity will converge with power plant closures to put a squeeze on wholesale electricity rates.  This, in turn, will cause the retail electricity prices paid by most Texas consumers to increase. The rise in wholesale rates could be particularly dangerous for consumers who have electricity plans that are tied directly to the wholesale price of electricity.
You’ll also see a flat rate and a price per kWh rate for TDU or TDSP (which stand for Transmission and Distribution Utility or Transportation Distribution Service Provider). These are costs that your utility charges for delivering electricity and maintaining power lines. The costs are unique to your local utility and have nothing to do with your electricity provider.
It all starts with the power generators – the companies who produce electricity to sell on the wholesale market. The electricity providers purchase the rights to large volumes of this electricity from the generators on the wholesale market and then turn around and sell it to their retail customers. Nebraska is the only state that generates electricity entirely by publicly-owned power systems. As of 2017, the statewide average electricity price is the sixteenth-lowest rate in the country, based on the latest federal figures. Nationally, electricity costs 15 percent more than it does in Nebraska. Across all sectors, Hawaii has the highest electricity rate (26.07 cents), and Louisiana has the lowest electricity rate (7.75 cents).

Take your time to check out offers. You may receive offers from electricity suppliers through direct mail, telemarketing, advertising, and over the Internet. Read offers carefully and ask the supplier questions. You may have to commit to a fixed-term contract when you sign up with an electricity supplier. Therefore, be sure you like the terms of the offer. Questions to ask a supplier:
Why are so many African power utilities effectively bankrupt? For one thing, they are incredibly inefficient. Efficiency can be improved by proper metering, investing in the system to reduce losses, improving collections and being able to cut off non-payers. This last one being easier if there is up-to-date metering and certain big players like government departments and military installations are also forced to obey the rules. These operational improvements and efficiencies will improve the supply of power but will not go far enough.
