In some states, utilities can also generate and sell electricity, but customers aren’t forced to buy the electricity from the utility company. They may choose from either the utility or available electricity providers. Before signing up for electricity service, we recommend checking the local utility’s electricity supply rate by checking their rates online or contacting them directly.
More than two dozen electric cooperatives provide power to rural customers and residents of many South Dakota towns. Each customer is a member and owner of the co-op. The business of the co-op is directed by its general manager and governed by a board of directors, elected by its membership. Three power cooperatives – Basin, East River and Rushmore – are generation and transmission cooperatives. These organizations provide electricity to their member co-ops that, in turn, deliver the power to their customers.
Electricity providers are companies that purchase wholesale electricity from electricity generators and sell it at a retail level to the general public. They are also responsible for having that electricity delivered to the appropriate local utility company that serves their customers. State’s label electricity providers with different names such as, REPs (Retail Electric Providers), CRES (Competitive Retail Electric Service providers), or licensed electric suppliers, to name a few.
Even though customers in deregulated cities routinely pay more for electricity, there is a bright spot. The gap between the average price paid for electricity between deregulated cities like Houston and regulated cities like San Antonio have dwindled to the narrowest point ever to 8.8 percent. Back in 2006, customers in deregulated cities were paying nearly 47 percent more for electricity than their counterparts in regulated cities.
An ILEC is a telephone company that was providing local service when the Telecommunications Act of 1996 was enacted. Examples of ILECs serving South Dakota are Golden West Telecommunications, Cheyenne River Sioux Tribe Telephone Authority and Beresford Municipal Telephone Company. See a complete list of ILEC companies (18 KB). Some companies, such as Qwest, Midstate Communications and Knology, can be both an ILEC and a CLEC (see below) in different service areas.
But, again, the concept isn’t difficult. Let’s use the city of Joliet as an example. Joliet’s traditional utility for the 60435 area code is Commonwealth Edison. As of late February, its price to compare is 7.195 cents per kilowatt hour (kWh); at this writing, four plans from ChooseEnergy.com featured suppliers with lower rates, including one that’s 18% cheaper and uses all green energy.
In some deregulated markets, the local utility company can offer electric service at a standard service rate which is regulated by the state. In other deregulated markets, customers can receive electricity from a default electricity provider that may be related to their local utility. These are options for customers who don’t want to shop for an electricity plan and explore the possibility of a lower electricity bill.
Technology also provides a long-term answer, even if it contributes to the problem in the short-term, as described earlier. As renewable power and storage technologies become cheaper and more efficient they will gradually allow for the implementation of cheaper mini-grids and smart grids, increasingly within the reach of the really poor, even in urban areas. Perhaps, grids will one day become marketplaces allowing people to sell excess power from their solar installations to those who have a need for power at that time. Prices can be set dynamically to allow supply to match demand.
On the other hand, month-to-month variable rate (no-contract) plans don’t have cancellation fees. You won’t be penalized if you find a better deal elsewhere and want to make another switch. And, you won’t be stuck paying more than you should be if the market rate for electricity trends down. But, if it goes up, you’ll be paying more than your in-contract neighbors, and you’ll likely want to shop around again for a better deal.

As you shop, you’ll see the rates advertised in terms of kilowatts per hour (kWh) — the energy used to power 1,000 watts for one hour. According to the U.S. Energy Information Administration, the average price per kWh for electricity in Pennsylvania is 14.52 cents, while the Public Utility Commission's “price to compare” currently hovers around 8.0 cents. Clearly, there’s a lot of price variety out there. And, given the hundreds of providers doing business in Pennsylvania, exploring electricity options can be pretty toilsome.
Multi-year electricity contracts are not unusual; this method of structuring customer timelines is. Our guess: It’s a holdover style of billing from FirstEnergy’s involvement with governmental aggregations — municipal groups that get together and buy their energy as a community. Rather than have the option of a long term or short term plan, consumers are forced to take what’s available to them at the time.
While there is a very strong argument for providing cheap, subsidized power for the poorest in society, this should be done in a way that limits subsidies to the really deserving and the system as a whole needs to be able to charge tariffs that on average cover all costs. If this doesn’t happen then all manner of bad things will follow. As you might guess prices have been set too low by African governments. These subsidies have also been made too widely available, benefitting the elite and middle classes more than the poor (who, not having good access to the grid in the first place, don’t have ready access to these subsidies).
It’s worth noting that you can switch for free with no exit fee 42-49 days before the end of your contract. Under Ofgem’s standards of conduct, energy firms have to give you between 42 and 49 days’ notice of your tariff ending. You can use this time to decide whether to stick with them, or switch. If you decide to switch, you won’t be charged an exit fee.
