Why are so many African power utilities effectively bankrupt? For one thing, they are incredibly inefficient. Efficiency can be improved by proper metering, investing in the system to reduce losses, improving collections and being able to cut off non-payers. This last one being easier if there is up-to-date metering and certain big players like government departments and military installations are also forced to obey the rules. These operational improvements and efficiencies will improve the supply of power but will not go far enough.
Maryland residents are now able to choose who supplies their electricity. (Customers of municipal electric systems and some rural cooperative systems are the exceptions - see "Areas not participating.") Your local utility, now called your electric company, will still deliver the electricity to your home, but you can choose another company to generate the electricity, if other companies are making an offer in your area.
An ILEC is a telephone company that was providing local service when the Telecommunications Act of 1996 was enacted. Residents and businesses that pay directly for their electricity (ratepayers) can use Energy Choice DC to learn more about their purchasing options and the companies that provide electricity aggregation services in the District. Ratepayers connect with a broker who will collect necessary information from them and use that information to seek competitive pricing on electricity, including options for conventional electricity and electricity generated from renewable sources. The broker then presents the negotiated rate to ratepayers, who sign a contract with the selected third-party supplier, for a term of one to three years, and pay a monthly electricity bill based on a consistent rate during that period.
With moderate fluctuations taken into account, the variable plans is still cheaper. Our bill is approximately $10 more in the winter, but we’d still save $138 over the course of a year. It’s more a question of whether you can roll with the punches of an unpredictable rate, or would sleep easier knowing your bill is going to look the same month after month.

Know that Green Mountain’s cheapest advertised plans are all variable rate plans. “Pollution Free,” “Pollution Free Try 3,” or “SolarSPARC 10 Try 3” all advertise a great initial rate — a full cent below Pennsylvania’s 8.49 cent “price to compare” — but its variable rates means the company can raise them at any time. The two “Try 3” plans just lock in the low introductory rate for three months instead of one. The flipside of fixed rate: Should prices fall, you’ll be locked into a contract with a constant, elevated rate for two more months.
Nebraska is the only state that generates electricity entirely by publicly-owned power systems. As of 2017, the statewide average electricity price is the sixteenth-lowest rate in the country, based on the latest federal figures. Nationally, electricity costs 15 percent more than it does in Nebraska. Across all sectors, Hawaii has the highest electricity rate (26.07 cents), and Louisiana has the lowest electricity rate (7.75 cents).
