A CLEC is a local exchange carrier providing local telephone service in competition with the incumbent local exchange carrier (ILEC). Some companies, such as Qwest, Midstate Communications and Knology, can be both a CLEC and an ILEC (see above) in different service areas.

A cheap electric supply is the same electricity, it's simply provided by a new supplier (unless you opt for green energy - more on that here). Around 85% of Texas residents must choose an electricity provider. Utility companies transmit and distribute electricity to customers. But that electricity doesn’t come from a utility—it comes from companies known as Retail Electric Providers. These providers offer competitive plans based on electricity pricing, term length, renewable sourcing and more.
Variable rate plans are always month-to-month, save for three-month intro specials in which your rate stays the same for those early months. Fixed rate plans, on the other hand, are available for periods ranging from six to 36 months. The contract lengths, and how that length influences the price per kWh rate, varies enormously from company to company. Some companies offer lower rates when you enroll for longer periods. Others raise the rate slightly. The competing rationale: You will be paying them for longer so you get a break, or you have that price locked in when energy rates inevitably rise. One rule of thumb — the longer the contract, the higher the cancellation fee.
In some deregulated markets, the local utility company can offer electric service at a standard service rate which is regulated by the state. In other deregulated markets, customers can receive electricity from a default electricity provider that may be related to their local utility. Landsvirkun, Iceland’s national power company, offers electricity to buyers for as low as $0.043 per kWh, which is nearly on par with what can be found in Washington State. Coupled with 20% corporate tax, the nation’s low energy prices have attracted not just data centers, methanol producers, silicon metal producers but also aluminum companies—which, again, consume massive amounts of electricity.
The Virgin Islands, in fact, has some of the world’s most expensive electricity precisely because it doesn't have the means to diversify its energy portfolio. The territory depends entirely on imported crude oil to run its petroleum power plants, and as a result, its energy goes for between 50.8 and 54.8 cents per kWh as of last year. This business-repelling price far exceeds that of countries whose energy is considered steep compared to the U.S. average, namely, Denmark ($0.41 cents per kWh), Germany ($0.35), Spain ($0.30), Australia ($0.29) and Italy ($0.28). This year the Virgin Islands has tried to reel in businesses with substantial tax breaks, but the savings might not be enough to offset the eye-popping electricity bill.

Twenty-nine states have deregulated electricity, natural gas or both. That allows you to shop for the supply portion of your bill from alternative providers who may offer rates lower than the default supplier – usually a utility. Delivery services and billing will remain the responsibility of the local utility as they own the power lines and wires that keep the lights on.

Why are so many African power utilities effectively bankrupt? For one thing, they are incredibly inefficient. Efficiency can be improved by proper metering, investing in the system to reduce losses, improving collections and being able to cut off non-payers. This last one being easier if there is up-to-date metering and certain big players like government departments and military installations are also forced to obey the rules. These operational improvements and efficiencies will improve the supply of power but will not go far enough.

As of April 2014, 16 U.S. states and the District of Columbia have deregulated electricity markets. Along with aforementioned Maryland and Texas, electricity deregulation is current in Connecticut, Delaware, Illinois, Maine, Massachusetts, Michigan, Montana, New Hampshire, New Jersey, New York, Ohio, Oregon, Pennsylvania, and Rhode Island. Seven additional U.S. states began the process of electricity deregulation but have suspended efforts: Arizona, Arkansas, California, Nevada, New Mexico, Virginia, and Wyoming.[5]
Nebraska is the only state that generates electricity entirely by publicly-owned power systems. As of 2017, the statewide average electricity price is the sixteenth-lowest rate in the country, based on the latest federal figures. Nationally, electricity costs 15 percent more than it does in Nebraska. Across all sectors, Hawaii has the highest electricity rate (26.07 cents), and Louisiana has the lowest electricity rate (7.75 cents).
Canadian electricity is cheap at 10 US cents per kilowatt hour, which is reflected in their high average electricity usage. US electricity prices at 0.12 $/kWh are also quite cheap internationally. In India and China they are very cheap. The UK is in the middle at 20 cents. It’s relatively expensive globally but not too bad for Europe, where most countries pay a high share of tax on their power.
