A CLEC is a local exchange carrier providing local telephone service in competition with the incumbent local exchange carrier (ILEC). Midcontinent Communications is an example of a CLEC serving South Dakota customers. See a complete list of CLEC companies (124 KB). Some companies, such as Qwest, Midstate Communications and Knology, can be both a CLEC and an ILEC (see above) in different service areas.
Technology also provides a long-term answer, even if it contributes to the problem in the short-term, as described earlier. As renewable power and storage technologies become cheaper and more efficient they will gradually allow for the implementation of cheaper mini-grids and smart grids, increasingly within the reach of the really poor, even in urban areas. Perhaps, grids will one day become marketplaces allowing people to sell excess power from their solar installations to those who have a need for power at that time. Prices can be set dynamically to allow supply to match demand.
Even though customers in deregulated Texas markets routinely pay more for electricity, there is a bright spot. The gap between the average price paid for electricity between deregulated and regulated market has shrunk to 8.8 percent. In 2006, customers in deregulated cities were paying nearly 47 percent more for electricity than their counterparts in regulated cities.
Know that Green Mountain’s cheapest advertised plans are all variable rate plans. “Pollution Free,” “Pollution Free Try 3,” or “SolarSPARC 10 Try 3” all advertise a great initial rate — a full cent below Pennsylvania’s 8.49 cent “price to compare” — but its variable rates means the company can raise them at any time. The two “Try 3” plans just lock in the low introductory rate for three months instead of one. The flipside of fixed rate: Should prices fall, you’ll be locked into a contract with a constant, elevated rate for two more months.
How did we get this number?This total is calculated by taking the wattage and daily usage of your common appliances and converting this into a monthly kilowatt per hour (kWh) usage rate. To figure out the estimated cost based on this rate, multiply your kWh per month by the cost of your energy (an average rate is $.12 per kWh). Variable rate plans are always month-to-month, save for three-month intro specials in which your rate stays the same for those early months. Fixed rate plans, on the other hand, are available for periods ranging from six to 36 months. The contract lengths, and how that length influences the price per kWh rate, varies enormously from company to company. Some companies offer lower rates when you enroll for longer periods. Others raise the rate slightly. The competing rationale: You will be paying them for longer so you get a break, or you have that price locked in when energy rates inevitably rise. One rule of thumb — the longer the contract, the higher the cancellation fee.
You’ll also see a flat rate and a price per kWh rate for TDU or TDSP (which stand for Transmission and Distribution Utility or Transportation Distribution Service Provider). These are costs that your utility charges for delivering electricity and maintaining power lines. The costs are unique to your local utility and have nothing to do with your electricity provider.
As you shop, you’ll see the rates advertised in terms of kilowatts per hour (kWh) — the energy used to power 1,000 watts for one hour. According to the U.S. Energy Information Administration, the average price per kWh for electricity in Pennsylvania is 14.52 cents, while the Public Utility Commission's “price to compare” currently hovers around 8.0 cents. Clearly, there’s a lot of price variety out there. And, given the hundreds of providers doing business in Pennsylvania, exploring electricity options can be pretty toilsome.
This company has more plan variety than any other we looked at, though most of them seem more flashy than functional. And some seem weirdly niche — like "Connect to Comfort," a 24-month plan that comes with a Hive Hub and a Hive Active Thermostat, smart home devices that allow you to control your heat and A/C via app. Like many of Direct Energy’s plans, how good of a deal it is depends on how closely its offers align with your established habits.

Multi-year electricity contracts are not unusual; this method of structuring customer timelines is. Our guess: It’s a holdover style of billing from FirstEnergy’s involvement with governmental aggregations — municipal groups that get together and buy their energy as a community. Rather than have the option of a long term or short term plan, consumers are forced to take what’s available to them at the time.

The Texas Senate Bill 7, passed in 2002, gave 5.6 million Texans the power to choose a retail electric provider (REP) to supply electricity to their home or business. This bill facilitated a competitive energy marketplace that 85 percent of Texans can capitalize on today. Energy choice is available to residents in Houston, Dallas/Fort Worth as well as other cities in Texas.
But, again, the concept isn’t difficult. Let’s use the city of Joliet as an example. Joliet’s traditional utility for the 60435 area code is Commonwealth Edison. As of late February, its price to compare is 7.195 cents per kilowatt hour (kWh); at this writing, four plans from ChooseEnergy.com featured suppliers with lower rates, including one that’s 18% cheaper and uses all green energy.
On the one hand, long-term, fixed-rate (contract) plans offer stability in pricing. If energy supply costs suddenly go up in your area, you won’t be left paying more than what you bargained for. You’ll have peace-of-mind. If you want to switch out of your contract before it ends with a lower cost plan, you’ll likely face a cancellation fee (early termination fee).
In some states, utilities can also generate and sell electricity, but customers aren’t forced to buy the electricity from the utility company. They may choose from either the utility or available electricity providers. Before signing up for electricity service, we recommend checking the local utility’s electricity supply rate by checking their rates online or contacting them directly.
More than two dozen electric cooperatives provide power to rural customers and residents of many South Dakota towns. Each customer is a member and owner of the co-op. The business of the co-op is directed by its general manager and governed by a board of directors, elected by its membership. Three power cooperatives – Basin, East River and Rushmore – are generation and transmission cooperatives. These organizations provide electricity to their member co-ops that, in turn, deliver the power to their customers.
On the other hand, month-to-month variable rate (no-contract) plans don’t have cancellation fees. You won’t be penalized if you find a better deal elsewhere and want to make another switch. And, you won’t be stuck paying more than you should be if the market rate for electricity trends down. But, if it goes up, you’ll be paying more than your in-contract neighbors, and you’ll likely want to shop around again for a better deal.
A lot of these financial structures ultimately boil down to being a form of government guarantee, which means that they can’t be scaled up to “solve” countries’ power problems because the governments cannot carry all the liabilities.
